I haven't done a tutorial in quite some time so feel free to ask questions.
Steps
001.First, we make our base from the picture by cropping and resizing. I usually just resize the image then paste on a 100x100 canvas so I can adjust the picture in the angle I want then just crop it down to the canvas size.
002.Duplicate the image. But don't use any blend modes. Duplicate the image three more times this time setting them all to screen at 100%.
003. Duplicate again for the last time, to screen at 57%.
004. Take this texture
by fuzzystuff? and set to soft light at 71%.
005. Take this texture
by
parisstar23 and set to overlay at 65%
006. Drag the texture over to the side using the move/pick tool. That would leave an un-textured space to the right. We can fix that by selecting a part of the texture layer, copying and pasting it on a new layer to cover that part of the image. Put it on the same overlay settings as the original texture.From here you can either merge everything or make a new layer for your border etc.
I just copied merge then added a simple thin white border and voila!
